About - Chief Reserves and Cadets

The Chief - Reserves and Cadets (C Res & Cdts) monitors all matters of pan-reserve interest. Through consultation and advice, C Res & Cdts strives to ensure that the capabilities and characteristics of Canada's Reserve Force, are properly integrated into the development and implementation of Canadian Forces (CF) policies, procedures and programs.

The mission of the C Res & Cdts division is to provide advice and, when mandated, direction in support of defence objectives pertaining to the Reserve Force. The division is also responsible to the Minister of National Defence for delivering and supporting DND sponsored youth programs. The Cadet and Junior Canadian Rangers Programs encourage Canadian youth aged 12 to 18 to become leaders in their communities.

Chief Reserves & Cadets

The Chief of Reserves and Cadets (C Res & Cdts) holds the senior Reserve appointment in the Canadian Forces (CF). The C Res & Cdts monitors all matters of pan-reserve interest and through consultation and advice, strives to ensure that the capabilities and characteristics of Canada’s Reserve Forces, including the Canadian Rangers, are properly integrated into the formulation and implementation of CF policies, procedures and programs. As advisor on reserve matters, the C Res & Cdts reports directly to the Chief of the Defence Staff (CDS); however, for normal activities and staffing, the C Res & Cdts is responsible to the Vice Chief of the Defence Staff. The C Res & Cdts is also responsible for the coordination and control of the departmental support to the Cadet Program in partnership with the Navy League of Canada, the Army Cadet League of Canada and the Air Cadet League of Canada. The C Res & Cdts is also responsible for the Canadian Forces Liaison Council (CFLC), a program aimed at garnering employer support for the Primary Reserves. The C Res & Cdts is also the point of contact for national and international Reserve and Cadet organizations as well as the Conference of Defence Associations.

Director General Reserves and Cadets

The Director General Reserves and Cadets (DGRC) is responsible to the C Res & Cdts for monitoring and advising on all matters of pan-reserve (Primary Reserve, Supplementary Reserve, Cadet Instructor Cadre, Canadian Rangers) interest with particular emphasis on ensuring CF policies, procedures and programmes reflect the integration of Reserve Force capabilities and characteristics. DGRC is also responsible to the C Res & Cdts for the programme aimed at garnering employer support for Reservists (Canadian Forces Liaison Council – CFLC). Additionally, DGRC will co-ordinate and control departmental support for the Cadet and Junior Canadian Ranger programmes. As C Res & Cdts is a part-time (Class A) Reservist and is frequently not available at National Defence Headquarters, DGRC routinely acts on his/her behalf.

Director of Reserves

The Directorate of Reserves (D Res) is responsible to the C Res & Cdts, through the DGRC, for the gathering and analyzing of policies, programs and information that has an impact on all components of the Reserve Force. D Res reports to C Res & Cdts who then advises the CDS. D Res is also responsible to DGRC for advising on the development and implementation of Reserve policy and provides assistance to commands and NDHQ's divisions and directorates on matters affecting the reserve component of the CF.

Canadian Forces Liaison Council

The Canadian Forces Liaison Council (CFLC) is a group of civilian business leaders who volunteer their time and efforts to promote the Primary Reserve Force by highlighting the benefits of Reserve Force training and experience to the civilian workplace. The council's mandate is to obtain the support of organization leaders in Canada to enhance the availability of reservists for their military duties. The Council educates organizational leaders on the Canadian Forces Reserve and encourage them to support training and operations with minimal impact to the Reservist.

Director of Cadets and Junior Canadian Rangers

The Cadet and Junior Canadian Rangers programs are DND sponsored youth organizations aimed at developing in Canadian youth attributes of good citizenship and leadership. Responsibility for the administration, development and implementation of these programs is delegated from the Vice Chief of Defence Staff to the Chief Reserves and Cadets, the Director General Reserves and Cadets and the Director of Cadets and Junior Canadian Rangers (D Cdts & JCR). While the cadets and JCR are not part of the military, the leaders of both programs - the Cadet Instructors Cadre (CIC) and the Canadian Rangers - are members of Canada's Reserve Force.
