Major General Dennis Tabbernor, Chief of Reserves and Cadets, National Defence Headquarters Ottawa, and Mr Dennis McCarthy, Assistant Secretary of Defense for Reserve Affairs, Washington, DC sign the Reserve Foreign Training Program Memorandum of Understanding (MOU) between Canada and the United States.

Major General Dennis Tabbernor, Chief of Reserves and Cadets, National Defence Headquarters Ottawa, and Mr Dennis McCarthy, Assistant Secretary of Defense for Reserve Affairs, Washington, DC sign the Reserve Foreign Training Program Memorandum of Understanding (MOU) between Canada and the United States.

The signing took place on February 4, 2010 at the recent meeting of the National Reserve Forces Committee held at NATO Headquarters in Brussels, Belgium.


The Chief - Reserves and Cadets (C Res & Cdts) monitors all matters of pan-reserve interest. Through consultation and advice, C Res & Cdts strives to ensure that the capabilities and characteristics of Canada’s Reserve Force, are properly integrated into the development and implementation of Canadian Forces (CF) policies, procedures and programs.

The mission of the C Res & Cdts division is to provide advice and, when mandated, direction in support of defence objectives pertaining to the Reserve Force. The division is also responsible to the Minister of National Defence for delivering and supporting DND sponsored youth programs. The Cadet and Junior Canadian Rangers Programs encourage Canadian youth aged 12 to 18 to become leaders in their communities.
